Add tickets list to the API

There is already a tickets.save for creating and editing tickets, but there is no tickets.list for listing current tickets (either by user or whatever criteria makes sense). There should be so our company can get an accurate picture of what we have and what employees have how many tickets and they can respond right from our backend (using the tickets.save method).
