You can easily add a link to a topic now. This can be done when you're replying to a ticket as well as when you're editing a topic. You can preview the topic you're linking to ensure that it is the right one.

You can even link to a specific part of a topic.

Topic editor in Helprace supports creating links to other articles. You would just need to open a desired article, copy its link and paste it to the "Insert/Edit Link" dialogue when editing another article.

When you say 'copy it's link' I guess you mean it's url ?

I believe this is weak / fragile : if the target article is deleted, results in a 404: do you offer a sort of link check system to ensure that all links within articles are working ? 

And this isn't optimal nor smooth. The best would be to have a link picker where you can type a search for target articles, select a search result and use it as the target link.

The system doesn't have a link check within the articles, unfortunately. By the way, if you created a link to an article and the article has been renamed, the link will keep working normally.

Encourage cross link between articles in the Knowledge Base through a cross link helper

To keep each KB article up to date it is important that it is focused on a small topic.

But users also need to have in place pointers to the right info that will complement their understanding and help them proceed through the whole process, concepts, etc...

Then I believe it would be very helpful for documentation maintainers / editors to have an easy way to integrate links to other articles within the body of KB article.

What I like very much in another tool (now obsolete) is a cross link helper :

It makes the process of adding cross links very easy and straightforward
